The need for a strong, enforceable strategy for the collection of hard rubbish and charitable donations within the Swan Hill Rural City Council municipality was once again highlighted this week as charity bins overflowed with donations.
The Red Cross donation bins on McCallum Street have been inundated with items, ranging from clothing and toys to side tables and furniture.
