The dumping, and even drowning, of animals in Swan Hill is causing alarm in local animal industries.
After a witness to an incident contacted The Guardian, Swan Hill Rural City Council senior officer Darren Rovere and Pye Street Veterinary Clinic veterinarian Dr Mary Slater said it was not an isolated case.
The resident, who did not want their name published, claimed they knew someone who admitted to regularly drowning litters of kittens.
The resident said the person killed the animals because of the cost to look after them.
“I know people who aren’t practising responsible pet ownership,” the witness said.
“As a result, they drown the kittens or just dump them on the side of the road.”
Mr Rovere said such treatment of animals was a concern.
“Drowning animals comes under the Prevention of Cruelty to Animals act and people could possibly be fined if found guilty,” he said.
“If people know of someone who is killing animals or treating them poorly, they must contact us.”
