SWAN Hill Council Mayor Jade Benham warns people against progress will be "upset" during her tenure, after a group of Robinvale locals won its battle against a Subway restaurant development.

The controversial $1.5 million development on Bromley Road was rejected by the Victorian Civil and Administrative Tribunal (VCAT) this week.
