EMERGENCY services will hand over flood recovery to Swan Hill Council from Friday, but response capacity will remain.

The Swan Hill incident control centre will be decommissioned at the CFA district headquarters, with responsibility handed to Gannawarra and Swan Hill councils to co-ordinate the communities' recovery.
